You don’t have to have every single detail figured out when you build a new facility to get started and interior details often change over the life cycle of the building.

What you do start with is the bigger picture - overall size of the site, facility and key infrastructure.  If it is for a rapidly growing business the facility may be designed as one of many on a larger site or designed for easy expansion down the road.  This is done because we all know that for a facility from need identification until the new facility capacity is built will take a minimum of 18-24 months.   

Contractors  must apply that same planning time horizon to their organizational structures.  At the field supervisor level and above the timeline to recruit and / or develop someone into a key position takes a while.  For key management roles it often takes 2+ years for someone to become truly effective in the role.  

Many problems including quality issues, margin fade and bad growth can be traced back to the organizational structure.
